King Abdullah Petroleum Studies and Research Center (KAPSARC) is an advisory think tank within global energy economics and sustainability providing advisory services to entities and authorities in the Saudi energy sector.

KAPSARC seeks a VP of Consulting to lead and manage the consulting function by seeking strategic business opportunities and partnerships, providing distinctive thought leadership, expertise and solutions and ensuring that the projects are delivered with best-in-class quality standards in order to promote KAPSARC’s value proposition and help KAPSARC become a leading advisory think tank in the energy sector. 





  • Bachelor´s degree in Engineering, Economics, Business Administration, or any other related field. With 17+ years of experience and, or 
  • Master’s degree in Engineering, Economics, Business Administration, or any other related field. With 15+ years of relevant or
  • PhD degree in Engineering, Economics, Business Administration, or any other related field. With 13+ years of relevant experience
  • Proven track record of delivering client centric projects
  • Prior experience of working in a consulting capacity is a must.
  • Experience in the energy sector and/or public policy is preferred.





Strategy and Plans

  • Ensure that the overall business strategy is translated into annual operational business plans for the consulting function and the performance is monitored to ensure business plans are in line with the overall strategy.
  • Ensure the provision of subject matter expertise for the assigned domain and provide counsel to the leadership on all related areas to facilitate the achievement of the strategic objectives.


  • Direct the preparation and consolidation of the functional budget for the Consulting function and monitor the spend to ensure the budget is well utilized as per the plan.

People Management

  • Provide overall direction for the effective achievement of objectives through effective leadership by setting of individual objectives, managing performance, and mentoring and developing team to maximize performance and learning.
  • Coach and mentor the pool of consultants on the delivery approach, analytical techniques, and overall storyline to build the conceptual and problem-solving capabilities of the project teams.

Performance Management

  • Ensure proper cascading and implementation of the functional objectives and implement monitoring mechanisms to assess progress and promote a performance driven culture.

Business Development

  • Collaborate with the Knowledge and Analysis and Comms and PR teams to create relevant promotional material to introduce offerings to stakeholders and gather their feedback in order to build awareness and find potential clients.
  • Collaborate with senior stakeholders from the energy sector to understand their strategic needs, convincing key decision makers about the strategic impact and ROI of the proposed solution, in order to promote KAPSARC’s functional offerings and strengthening its value proposition in the energy market.
  • Manage and build partnerships and long-term relationships with key client accounts, building a thorough understanding of their requirements and anticipating client/project needs in order to position KAPSARC as their preferred partner to provide advisory and functional offerings.

Requests Management

  • Partner with Knowledge and Analysis team to supervise the scoping of the request by defining and understanding the requirements, timelines, technical requirements and financial implications etc., in order to ensure the requests can be further analyzed and reviewed.
  • Oversee the prioritization of the energy sector stakeholders requests in collaboration with other stakeholders based on the agreed impact and feasibility criteria (e.g., availability of experts, complexity of the request, engagement length, budget) to ensure that the requests are adequately classified, responded to, and effectively managed according to approved SLAs.

Resources Management

  • Oversee the resource management process, by identifying the right team internally and/or selecting potential partners to support the fulfillment of the projects from a staffing perspective to ensure the project is delivered by a team with the right capabilities.

Project Management

  • Direct the development of the project management principles, standards, and toolkits and provide technical leadership and guidance to the project teams to deliver complex projects to ensure that projects are delivered to the highest level of client satisfaction, within agreed scope of work, timescales, and budget.
  • Lead the partnership with the knowledge and analysis team to conceptualize and recommend user-centric functional offerings to address the stakeholder's specific needs, be a part of key milestone presentations to the stakeholders and provide feedback to the teams to enhance the deliverables.
  • Evaluate and monitor the implementation of large-scale projects to ensure the deliverables align with the intended outcomes by monitoring success indicators, measuring progress, and recalibrating targets when necessary, whilst seeking stakeholder feedback.

Partnership/Relationship Management

  • Direct the partnerships with the energy sector key stakeholders and strategic partners who providing functional offerings in the energy sector, to ensure the sustainability of long-term partnerships and the achievement of mutual business benefits.

Innovation and Continuous Improvement

  • Lead the management of change through continuous improvement of functional systems, processes and practices considering global standards and changes in the business environment.

Policies, Systems, Processes and Procedures

  • Direct the development and oversee the implementation of functional policies, systems, processes, procedures, and controls so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.


  • Direct the preparation of periodical management reports and progress reports to keep the senior management informed about the progress of various initiatives and to facilitate decision-making.
