Position Summary

Associate, Health and Safety is responsible for planning, coordinating, and providing expertise and technical support for health and safety operations in its mission of protecting KAPSARC’s personnel, community, facilities, and assets. The role includes providing consulting services to KAPSARC management in the development and formulation of safety and health policy. The associate will also provide guidelines to all KAPSARC departments on health and safety procedures and practices, offer technical advice and assistance in the selection and integration of any new health and safety systems into KAPSARC facilities, and develop, prepare, and coordinate a contingency plan for KAPSARC. The associate will manage government correspondence and act as a liaison with various government health and safety agencies. The position also includes maintaining computerized access control functions at vital facilities. The associate will report to and receive overall guidance from the Safety and Security Executive Director and will be responsible for directing and coordinating all health and safety activities within the KAPSARC community. The associate will enforce all general health and safety regulations in KAPSARC facilities and the community, promoting a positive health and safety culture in the workplace and community.

 

Major Responsibilities

1.            Preparing health and safety strategies and developing internal policy.

2.            Providing guidance on health and safety practices, accident prevention, and measures to prevent recurrences.

3.            Ensuring all employees receive adequate and appropriate training.

4.            Conducting regular site inspections to ensure policies and procedures are properly implemented.

5.            Monitoring all work permits and assessing the impact of external contractors on community safety.

6.            Making changes to working practices that ensure safety and compliance with legislation.

7.            Coordinating all reasonable safety-related requests.

8.            Supporting the Safety Management Information System (SMIS) by recording all accident reports in a timely, complete, and accurate manner.

9.            Identifying, assessing, and managing health and safety risks and considering ways to reduce them.

10.         Implementing health and safety risk management programs relevant to operations, teaching, research, and consulting functions and work environments.

11.         Investigating all accidents and near-miss incidents and documenting the findings on the relevant forms.

12.         Producing management reports, newsletters, and bulletins.

13.         Advising on a range of specialist areas, including fire regulations, hazardous substances, noise, safeguarding machinery, and occupational diseases.

14.         Performing all health and safety responsibilities at the KAPSARC-wide level, providing assistance and guidance to all departments and the community.

15.         Maintaining sensitive health program documents and investigating all violations at KAPSARC.

16.         Coordinating and assisting in implementing safety and health programs to protect KASARC offices, facilities, and residential areas.

17.         Overseeing the health department’s budgeting function and expenditure program.

18.         Performing other duties within the scope, spirit, and purpose of the job, as requested by management.

 

 

Competencies

•              Working knowledge of all aspects of health and safety operations.

•              Knowledge of Saudi government policies and procedures.

•              Ability to implement the principles and practices of operating a safety and health program.

•              Good knowledge and understanding of and judgment to effectively carry out the responsibilities involved as a member of management in an expatriate environment where laws, customs, and habits differ significantly from those in other countries.

•              Ability to clearly communicate, solve problems, and react quickly to emerging health issues.

 

Qualifications

•              Bachelor’s degree in occupational health and safety or a similar field (electrical, mechanical, civil engineering).

•              NEBOSH National Diploma in Occupational Health and Safety.

•              2 to 4 years of experience in all aspects of health and safety operations.

•              Proficiency in IT and presentation skills.

•              Excellent command of the English language (spoken and written).

•              Excellent command of the Arabic language (spoken and written).
